Walters UK have been selected by Bristol City Council as a Main Contractor under its Highways Asset Management and Civils Framework for the period 2025 to 2029, a significant programme valued at approximately £288M.

Structured over four years, the framework gives Walters opportunities to deliver works across 4 distinct lots, each targeting specialist aspects of highways and structures infrastructure.

The role requires a dynamic and collaborative approach to the management of all assigned commercial activities within live awarded project’s, along with support across the mini competition processes.

The position requires an enthusiastic and motivated personality who will add to our team culture with Involvement throughout the project lifecycle, and seek to minimise the costs of a project and enhance value for money whilst delivering the required quality and performance for both the Customer and the business.

This role will see management of graduate QS’s along with reporting to senior commercial designations, and regional Directors.

Operation:

Health, Safety and the environment: Support health and safety on all sites and all projects. Ensure subcontractor compliance with all relevant health, safety and environmental regulations and procedures.
Project Execution Planning: Work alongside the project team in developing the PEP. Identify project scope, programmes, budget, resources, and risk/opportunity management. Be an integral member of the team across all phases of the project lifecycle from initiation to closeout, ensuring projects are delivered on time, within a managed budget, and to the required quality standards.
Team Leadership and Management: Display leadership and motivation across the project team members and colleagues, including clients and their representatives, engineers, surveyors, and subcontractors. Promote a collaborative, partnering, and productive working environment.
Forecast End Cost & Value Management: In collaboration with the project manager and engineering colleague(s), develop and lead on the forecasting of end project margin, establishing value and managing cost.
Risk and Early Warning Management: Identify, assess, and mitigate potential project risks from inception and through the project duration utilising early warning processes. Develop and implement appropriate risk mitigation strategies, and maintain registers with decisions and mitigation shared with the Client and their representatives.
Quality Assurance: Support the team to ensure work is carried out to the required quality standards aligned to the Scope. Ensure subcontractors follow quality control measures and conduct regular inspections to ensure compliance with appropriate inspection and test plans.
Change Management: In collaboration with your project manager, lead the change management processes, starting with a comprehensive understanding of the contract conditions. Produce timely and effective communications with the (Client’s) Project Manager, such as Early Warning Notifications, and Notification of Compensation Events that support implementation of increased value. Use of Project Management software such as CEMAR or Fastdraft.
Subcontract Management: In collaboration with your project manager and colleagues, manage contracts with subcontractors and suppliers. Create timely, clear, and unambiguous subcontracts that are aligned to the main contract. Ensure that change is managed effectively and fairly with the supply chain. Develop and maintain a procurement schedule that aligns to the updated programme.
Project (Commercial) Reporting: Prepare and submit the monthly project report, that includes a substantiated forecast end position of the project. Unsecured and secured value to be identified, along with risk sums and contingencies. Defects and statement of quality to be established, along with a schedule of remaining risks.

A BSc in Quantity Surveying (or similar)
A relevant CSCS card (i.e ‘Black’ Managers card or ‘Professionally Qualified’ card).
Track record of delivery as a Senior Quantity Surveyor within the civil engineering industry displaying a high level legal, contractual, and construction knowledge.
Strong management skills and able to provide mentoring and support to the wider team
Excellent Communication Skills: Exceptional written and verbal communication skills, with the ability to effectively communicate with a variety of customers and stakeholders.
Computer literate with good working knowledge of Microsoft Office 365.
Familiarity with Project Management software such as CEMAR or Fastdraft.
A working knowledge of different standard forms of contracts, particularly NEC4.
Strong Leadership Skills: Ability to lead and motivate project teams, build consensus, and resolve conflicts. Able to collect data, establish facts and draw conclusions. Resolve complex project challenges.
Organisational Skills: Excellent organisational and time management skills, with the ability to manage multiple challenges simultaneously. Ability to adapt to changing circumstances and project requirements.
Negotiation Skills: Ability to negotiate effectively with customers, subcontractors, suppliers and stakeholders.
Proactive Approach: A proactive and results-oriented approach, with a strong work ethic, resilience and a commitment to project success.
Team Player: Ability to work effectively as part of a team.
Client Focus: A strong focus on client satisfaction and building long-term relationships.
Chartered Surveyor (RICS or CICES) Status: While not essential, a desire to attain status.

Must be able to provide eligibility to work in the UK, and full UK driving licence.
