PROJECT OUTLINE
Blaenau Gwent County Borough Council had undertaken extensive traffic flow studies and determined the need to upgrade an existing roundabout at Cemetery Road, Ebbw Vale and additionally, create a new roundabout at nearby Rhyd y Blew, Ebbw Vale.
A significant element of the projects scope was to undertake twelve major statutory undertakers” diversions.
The schemes would need to be constructed concurrently whilst ensuring that the significant traffic flow through the area was not compromised.
PROJECT DELIVERY
Drawing upon extensive experience in dealing with similar live traffic management schemes (whilst undertaking major infrastructure works), Walters developed a phasing sequence to enable the construction of the off line elements, (allowing completion of the major utility diversions), prior to the online works being completed.
In order to complete the works with minimal impact on the road users and pedestrians of Ebbw Vale, Walters (along with the Blaenau Gwent County Council Highways Department), developed and implemented staged road closures and diversionary routes, to enable the finishing works to be completed in an efficient and safe manner.
As part of the regeneration of Ebbw Vale, the Lot 9 Scheme was included in Blaenau Gwent”s Targeted Recruitment and Training Programme. Walters played a significant part in its contribution to this scheme by sourcing and employing a high proportion of the construction team, via a locally registered recruitment company.
