PROJECT OUTLINE

Libanus Road in Ebbw Vale was the site of an existing eight legged gyratory roundabout situated in a key location at the entrance to the BGCBC Civic Centre. The gyratory was also the key gateway for access and egress to a major redevelopment project being carried out simultaneously at the former Ebbw Vale Steel Works site. “The Works” was being undertaken to play a major part in the regeneration of Ebbw Vale.

The Libanus Road gyratory was to be transformed into a multi phase signalised junction ” no road closures were permitted and the scheme could not affect or delay any of the HGV deliveries heading for the adjacent “Works”.

PROJECT DELIVERY

Walters designed, proposed and executed a multi phase Traffic Management Solution to transform the site within live lanes of traffic throughout the duration of the project.

Walters studied the clients brief and discovered that temporary traffic signals would affect and impede not only deliveries heading for “The Works” but also traffic heading for the Civic Centre and Ebbw Vale high street, causing potential delay and disruption to the travelling public. By implementing a series of short duration priority and stop/go systems, Walters were able to successfully carry out the works and maintain traffic flows at all times. The original Traffic Management Scheme designed by Walters at inception was able to incorporate all of the necessary permanent works design changes and was fully effective and utilised until Completion was achieved.

Design changes occurred because the site itself was also part of Ebbw Vale”s industrial past and this had the potential to cause delay and disruption in dealing with existing apparatus and services below ground. Walters collaborated fully with the BGCBC Project Management Team and their designers and added value by identifying alternative solutions for service and drainage diversions.

As part of the regeneration of Ebbw Vale, the Libanus Scheme was included in Blaenau Gwent”s Targeted Recruitment and Training Programme. Walters played a significant part in its contribution to this scheme by sourcing and employing many of the construction team via a locally registered recruitment company.
